I think it's inevitable, having experienced it in central Athens, and apparently many other cosmopolitan centers are doing the same thing.
I have an iPod Touch, so I'm always scanning, and latching onto signals whenever I'm walking about.
Shaw Cable, Rogers, and Telus are the big players in western Canada. My question is, do you see a day when wifi goes country-wide? How does a government tell internet providers "okay, we'll allow you, but not you!"
