That may be a part of it, but I think it's also something of a horror of publishing "old news". Once the initial flurry is over, the topic is stale, and it's time to move on to the latest stories - followups never come on the front page, they're buried deep inside (if they're published at all). The popular press says "Look, here's a disaster"; it's only the aid societies and such that care just as much three weeks (three months) later.
