Nice idea, but I'm not sure it will help. Most people don't know patent law, what can be patented, what infringes, etc. well enough to make informed decisions (this probably includes a lot of patent examiners). Plus I wonder how they will keep people from gaming the system, find a competitors patent ap and go to town.
