Here's a solution. Let's make drivers' licences so expensive and/or difficult to obtain that the only people who'll have them will be those who need them for work. They'll be like heavy rigid licences are now - if you make a living driving buses or trucks, it's worth it, otherwise it's not. The result would be that practically nobody would use the roads... and they'd be so much safer. While we're at it, let's disallow all bicycles, segways, scooters, and all such personal mobility devices (because they offer no protection to the rider in case of collision). And pedestrians even more so. Let's also ban buses, because if a bus were to fireball, a lot of people would get killed. Now everyone will stay at home all the time, so home will be a dangerous place... okay, someone else can come up with sufficient legislation to ensure its safety.
Or, let's just cut straight to the ultimate. All persons must be strapped in a single location, and have all sensory perception provided by a massive VR system. At least that way they're guaranteed safety.... along with a little futility.
