You're making the distinction that anything that is not fine by you is immodest, while everything that is fine by you is modest. Is it even possible immodesty is just okay with you? Whether or not it is happens to be another argument, but you can't say dress that doesn't fit your scenario is modest.

The point is it's interesting (I think even moreso for females) to find out what men think. In this case, it's finding out what men think is either modest or immodest. Whether you're going for modesty or immodesty, this survey is equally useful. One group can use it to find out what guys like to feast their eyes on. The other crowd can use it to (gasp) appear more modest to men they wish to appear modest toward.

That's all. Doesn't have to be more complex than that, does it?
