Hmm. I know a couple of ladies (I'd hardly call them "girls" - it's rude to guess a woman's age, but I think these two have been in theatre for a decade or more) who habitually show some cleavage. You're right in that neither is specifically trying to be modest, but they aren't exactly trying to be immodest either. RachelB once actually shoved a stick of makeup between her breasts as a means of keeping it out of the way... the way she did it was akin to the way I'll stick a screwdriver twixt my teeth while I'm working. There was nothing provocative about it; she acknowledged the oddity of what she was doing, and I don't think the incident particularly made anyone lust after her.
