While that piss me off to no end (walking in the street oblivious to traffic), I don't think there should be a law for it. We don't need laws targeting little things like that. However... I think if a person walks into the road distracted by some kind of entertainment electronic device then I say screw'em. They can't sue and they should be held responsible for any damages their carcass causes to the person's car.
