Most politicians appear that way because they end up having to script every single thing they are going to say to minimize the knee-jerk reactions that always come. Any politician that achieves a name for themself does so at the disapproval of a large body of people. Those people are also voters and angering them to an excess of what sounding arrogant does is politically dangerous.

So far the only thing I know about the guy is his name and that he's black. I've heard something in passing that he might be from Africa or that there was some argument about such as being true. That part I have no information about and I might have been hearing wrong.
