He was talking about things happening within government and giving more open opinions on things without being so guarded and pre-written like other politicians feel like when they speak.
Either that, or his subordinates are in big trouble every time he speaks. I've known some people to go out in public and say things, and THEN to come back and ask if it's possible. (I think Scott Adams made a series of Dilberts on the subject.)
