Is it Switzerland that has compulsary military service for a few years, every household has a gun, and they have are in the lowest breaking and entering (and other certain crime) brackets in the world because everyone knows that you break in, there will be someone with a gun who has been trained for 2-5 years on how to use it.

(not sure about references for the military service, wikipedia has a bit about its low crime rate though.)
