I'd not be too happy about being drafted as a footsoldier, but if I were offered a job writing software to back-end military projects, I'd be far more likely to accept - and not just to serve some mandatory two years or whatever it is, but to make it my career, stay on until retirement.
What if the solution was as simple as allowing people entering a period of mandatory military service their choice of job placement, provided they show adequate aptitude on the standardized entrance test?
