I don't think everyone is cut out for military service in the classic stereotypical sense. Perhaps if more emphasis were placed on the support roles, more people would be interested? For instance, I am a computer programmer. I'd not be too happy about being drafted as a footsoldier, but if I were offered a job writing software to back-end military projects, I'd be far more likely to accept - and not just to serve some mandatory two years or whatever it is, but to make it my career, stay on until retirement.
The Australian Defense Forces have been advertising on trams and bus stops etc, hilighting the glorious side to military service. One such ad shows a warship with its huge engine, with the slogan "And your mates get excited working on V8's". Or pointing out the value of an apprenticeship that really takes you places... around the world, an apprentice on a ship.
