I highly doubt malpractice insurance costs that much, but your point is still correct. Doctors don't pay malpractice insurace. Patients pay it. Then every now and then a patient gets malpracticed (that a word?) and sues. They get the money every other patient put in. There is another word for this kind of system. It's called "lottery." The entire system is a piece of shit wreck. Throwing more money into its fuel tank will be utterly disastrous.
The only thing that will accomplish is more government power over the system itself, which is wat communist, socialist members of U.S. legislative branches want, anyway. I talk to Canadians quite frequently as several of my friends hail from the great nation to the north. I suggest anyone wanting "universal" healthcare get a Canadian for a buddy and ask them how they feel about their healthcare system. Some of them believe in it, some don't, but all of them complain a lot about it. Haven't met a single Canadian that didn't have very strong feelings/gripes against how their system operates.
