I say states should have a state lottery that covers the cost of healthcare. Then those folks I see buying lottery tickets every week that look to be the same group that wouldn't be able to pay for their own health care anyway would actually be negating the overall cost while still holding tight to the belief that one day, through a complete lack of hard work, they will rise above their peers and into a new tax bracket. At which point they will start complaining about all the lowlife bums that need to get jobs.
