It's Croydon Council run, meaning it's run by the elected officials, and funded by taxes, from the Croydon section of London.

I should point out that the link comes from the SUN, which is uber-right wing. The muslims issue was that they pay taxes too, and are paying taxes for a facility that due to their religious beliefs, they can't even use. The council was trying to come up with a solution that allowed them to enjoy a community resource they help pay for, without inflicting their sensibilities on the public at large. Not that I agree with this position (my taxes pay for all kinds of things I can't/won't use), but the Sun hasn't really made the muslims' point very clear.
