This seems to be an attempt to say well if the Holocaust did not happen the UN should not have made an israel state.
But though a turning point to it actually happening the wheels for this started well before in 1917 with Balfour Declaration of 1917

and much immigration happened to the area between the world wars anyway.

"In the years following World War I, Palestine became a British Mandate and Jewish immigration steadily increased, as did violence between Palestine's Jewish and Arab communities. Mounting British efforts to restrict this immigration were countered by international support for Jewish national aspirations following the near-extermination of European Jewry by the Nazis during World War II. I don't think even if all the soldiers that saw the camps and what happened didn't.
The events in 1940's was just one part of the events that brought the Israel State to be.

"The Constitution is not an instrument for the government to restrain the people,
it is an instrument for the people to restrain the government -
lest it come to dominate our lives and interests". – Patrick Henry
