This seems to be an attempt to say well if the Holocaust did not happen the UN should not have made an israel state.
But though a turning point to it actually happening the wheels for this started well before in 1917 with Balfour Declaration of 1917

and much immigration happened to the area between the world wars anyway.

I don't think even if all the soldiers that saw the camps and what happened didn't.
The events in 1940's was just one part of the events that brought the Israel State to be.
