No, no, you have to take the apologism a step further. The reason THOSE countries are third-world shitholes is ALSO white people. White people are responsible for the rapid spread of AIDS, Africa's utter poverty, instability in Latin America, Asian currency devaluations and sweatshops, Arabic fundamentalism and violence, and every other manner of foreign misfortune. You forget the first tenet of White Guilt Race Relations (tm): when in doubt, the nearest rich white guy is at fault.
