It's all explained on the website. Basically, you choose a team of 16 Members of Congress (MCs). You pick:
* 2 senior Senators - "Upper Senators"
* 2 junior Senators - "Lower Senators"
* 4 senior Representatives - "All-Stars"
* 4 mid-range experience Representatives - "Supporting Lineup"
* 4 junior Representatives - "Rookies"
Then, once we make a league, you join. You then earn points for the various stages that your MC's legislation reaches. Introducing a bill, it getting out of committee, reaching a vote on the floor, etc.
I'm actually looking forward to this as a way to remain educated and up-to-date about proposed legislation and ammendments, the Congressmen who write and vote on them, and the entire legislative process. Although it will probably make me want to climb a clocktower with a rifle when I'm reminded daily of the amount of pork that gets attached to any successful bill.Bridge to Nowhere, anyone?
