Oddly enough when it comes to helmet laws, states have this weird tendency to tie motorcycle helmet laws and bicycle helmet laws into the same legislature... which eventually results in the laws being repealed mostly due to the desire by people to not get tickets if they want to ride a bicycle around without a helmet heheh. It's a very weird and very common phenomenon, it'd be interesting to see why Pennsylvania's law got repealed.
