I'm with Gad. I liked watching the guy, and have a lot of respect for him, but he just didn't have a hall of fame -NFL- career. Inducting him would be like factoring World Cup play into NHL hall of fame considerations, or using World Baseball stats to judge eligibility in Cooperstown.
Dominance in other leagues is impressive, but irrelevant for hall debates. It's kind of sad, because Flutie really was a good player and a total class act. I like to see guys like that get recognized.
