Interestingly, I saw an ad in Newsweek for the show and it was actually highly suspicious in this regard.
It was only a silhouette of Gena Davis in a women's business suit (so in a way, it could almost be any woman) and the bold text said something like:
"Are you ready for a woman president?"
I'll try to remember to grab the ad and bring it downstairs so I can quote it exactly.
It is indeed possible that part of the motivation for the show, or the motivation for the network in greenlighting it, is to get the public ready psychologically for a woman president (with the specific idea of Hillary in mind).
