The two soccer rules I saw...

Offsides, yeah, it's a hard call for the refs and hard to play for the players, but it does give the defense a few levels to play. Like allowing them to move to create a larger offsides zone to move their entire team forward...but it should probably go.

Now, the no clock thing, is there for a reason. Only the head ref has the time, which allows for him to call the game a minute or so early (in the case of a major blow out 10-0 or something) or let the game go on an extra minute or two (2-2 tie with one team on the offense and pushing hard). Or..it allows the ref to call time exactly and stop play no matter what's happening - say the ball's in mid flight, completely clear goal, but time expires.

A strict ref will call no goal, a more flexiable one will award the goal and then call time.
