So for someone relatively uninitiated in web hosting and such, talk to me about who's good and who's not. I don't want any friggin' obnoxious banners and am willing to shell out a small amount of cash for space. Any advice?

Your ISP will usually give you a bit of webspace. What are you planning on doing with it? That will deterine whether or not you need to look for additional space.

To pay for your hosting, you have to make posts. Each post earns you a certain number of points, which go towards paying for your hosting. No banners, stable, and free. I use them, but I also like forums and wasting my time in them
