Personally I am using Norton Personal Firewall, but if you are looking for a free solution, I have heard a lot of good things about Kero Personal Firewall. Another good free solution is Zone Alarm.

I have heard nothing but bad things about Norton's firewall.
It is buggy, it is a tremendous resource hog, and it is not very secure.
Capitalization is the difference between "I had to help my Uncle Jack off a horse." and "I had to help my uncle jack off a horse."

I have used zone alarm extensively and find it to work quite well and has a price you can't beat. I use it in conjunction with AVG anti-virus software which is also free and has an auto-updater and an auto-scan so you have a very good chance of avoiding problems there as well.

If you have windows XP, use windows update to install SP 2. It has a built-in firewall which is perfectly adequate for normal home users.

Zone Alarm is excellent. I've used it on two completely different setups and been happy with it both times. It includes a traffic meter - the "ZA" toolbar icon changes to show when there's incoming/outgoing traffic - which is really handy.
Whatever firewall you pick, set it up and then look around at http://grc.com/ - use their Shields Up! tool to test your firewall's effectiveness.
