I lived in Europe for the first mad cow scare in the 80's. I traveled in England quite a bit at the time. The US won't accept my blood for fear I will contaminate the country with Mad Cow disease. My blood is safe. The military has tested me for everything and then some.
I think the US tends to be overly cautious (not necessarily a bad thing). I'm not particularly worried at this point about the safety of the beef supply. If more cows turn up with the disease, I may have to reevaluate my position.
