You're not the first person to suggest that this name might constitute child abuse. Unfortunately, unless you can point to some specific piece of law that forbids it, it's hard to prosecute. We do NOT want Social Services to be allowed to step in on some made-up charge and either rename someone or (worse) just remove custody from the parents. I would prefer that a parent's freedom be maintained than that this one boy be protected through a violation of the law. If they keep having trouble using the name in public, eventually they'll either officially change it, or just start using a less offensive nickname.
